The Responsible Driver Program (RDP) is a remedial program for people with alcohol and/or drug-related driving prohibitions or convictions.

Under Section 25.1 & 25.2 of the Motor Vehicle Act (MVA), people whose driving records meet certain criteria are required to complete RDP. Below is a summary of what to expect while enrolled in the Responsible Driver Program.

The Responsible Driver Program (RDP) consists of the three components:
Screening
The screening interview is conducted over the phone. These interview questions will help us to determine whether the 8 hour or the 16 hour program is most appropriate for you. Typically, the interview process takes one hour.
Workshop
Level 1 and Level 2 group sessions include participants (including you!) and one of our highly-skilled group facilitators. In the sessions you will learn ways to separate your substance use from driving.
Follow-Up
A one-on-one follow up discussion takes place 6 months after the workshop component and is an essential component of the RDP. The purpose of the follow-up is to review the skills gained and goals set at the workshop and any other relevant information to determine if you have met the minimum standards of completing the program. Then we will notify RoadSafetyBC of your completion. Once RoadSafetyBC has processed your file, they will send you a letter to notify you that you’re finished!
Tip
You must successfully complete all three parts components of the RDP to have your license reinstated or to maintain your driving privileges. It may take up to 11 months to complete the entire program. Prompt registration is strongly advised.
Requirements Requirements For Successful Completion
  • Do not use alcohol, drugs or cannabis products (including CBD products that may contain THC) 24 hours prior or during any component session participation.
  • Attend all scheduled sessions and arrive on time for each session.
  • Give 24 hours notice that you are unable to attend by leaving a message directly with the workshop facilitators.
  • Participate fully in the program activities and demonstrate that you have learned about separating your drinking and other drug use from your driving.
  • Treat the program staff and other participants with respect.
  • Please Note: Refunds are issued only in exceptional circumstances.
  • Participants that fail to comply with the conditions may be removed from the program.

Alternatively, download the registration form and mail, email or fax it to CAMH. Once your registration is processed, you will get a confirmation email with a list of service providers and next steps. This method may take longer and will likely delay your program registration and completion.

Payment options

You can choose from one of the payment options below.

  1. One-Time Full Payment: One up-front payment of $1,200.00.
    By choosing this option you will be able to start the Responsible Driver Program and schedule your assessment. This will allow you to meet your requirement promptly and will not cause any delays completing the three parts of the program.
  2. Affordability Payment Plan: Pay the full program cost of $1,200.00 in four payments.
    • $505.00 at the time of registration
    • $150.00 before scheduling the screening component
    • $450.00 before scheduling the workshop component
    • $95.00 before scheduling the follow-up component

    It can take up to 11 months to complete the entire program. Payments must be made on time to avoid delays or disruptions in completing the program. Why is it important to register and make each payment right away?

    The recommended payment schedule is:
    1. Registration: first payment, register within 30 days of the date on your referral letter
    2. Screening: second payment and schedule the screening within 30 days of registration
    3. Workshop: third payment and schedule the workshop within 90 days of registration
    4. Follow-up: fourth payment and schedule the follow-up within 6 months of registration

  3. No Barriers Financial Assistance Plan: Eligible participants pay a one-time payment of $852.50, a 29% cost reduction from $1,200.00. There is no payment plan option with the No Barriers Financial Assistance Plan.

    If you think that this applies to you:
    • Get a PDF or image of your current Income Assistance confirmation message or a copy of the confirmation of pay from the Ministry of Social Development and Poverty Reduction online "MySS" portal.
    • Submit that file to CAMH using the RDP.info@camh.ca email address as proof of eligibility when you submit your registration.
    • Submit this proof of eligibility right away. Eligibility for this program is limited. Waiting may delay your registration and impact your ability to complete the program on time and get your licence reinstated.

What is the BC Responsible Driver Program (RDP)?

RoadSafetyBC’s Responsible Driver Program (RDP) is delivered in partnership with the Centre for Addictions and Mental Health (CAMH). It is a remedial education program for drivers with certain alcohol- or drug-related driving prohibitions. The program consists of three (3) components: screening, a workshop, and a follow-up. The program helps participants understand the dangers of impaired driving and teaches strategies to prevent future violations. The program can take up to 11 months. Completing the RDP is a requirement to have a licence reinstated or to maintain driving privileges.

How do I know if I have to take the RDP?
A:

You will get a letter from RoadSafetyBC referring you to the RDP. Please ensure your address with the Insurance Corporation of British Columbia (ICBC) is up to date so that you get the referral letter. ICBC and RoadSafetyBC have different road safety mandates but work together as partners. This means that sometimes you will be in contact with ICBC and sometimes you will be in contact with RoadSafetyBC.

What if I don’t attend the RDP?
A:
If you have been referred to the RDP by RoadSafetyBC, you must fulfil the requirements of your RDP referral letter to the satisfaction of the Superintendent of Motor Vehicles to get or maintain a BC driver’s licence. A:
It can take up to 11 months to complete the entire program so register right away. Delaying registration or missing a payment could delay progress in the program and may result in the cancellation of your driver’s licence. It is important to register early and make all payments on time to complete the program and regain your driving privileges.

Why does it take so long to complete the RDP?
A:
The RDP consists of the three components:
  1. Screening:
    The screening takes about one hour. The purpose of the screening is to determine your requirement to participate in either the 8-hour (Level 1) or 16-hour (Level 2) workshop.
  2. Workshop:
    Level 1 or Level 2 group workshop: Both workshops provide information on topics such as, how alcohol and other drugs affect your ability to drive safely, and how to separate drinking and other drug use from driving.
  3. Follow-up:
    A one-on-one follow up discussion takes place 6 months after completing the workshop and is an essential component of the RDP. The purpose of the follow-up is to review the skills gained and goals set at the workshop.

What if I can’t afford it?
A:

You have a few payment options. You can pay the full $1,200.00 fee upfront or in four payments through the Affordability Payment Plan (see information above).

If you access the Affordability Payment Plan, there is a recommended payment schedule, and you must contact CAMH to make each payment. Contact CAMH at 1-844-398-4144 or RDP.info@camh.ca. When your payment is confirmed, you will get a confirmation via email, mail, or phone with instructions on how to schedule and pay for your next component.

Or you can access the No Barriers Financial Assistance Program which offers a 29% reduction in cost and is paid upfront in one payment. You may be eligible for this program if you are on Income Assistance, Disability Assistance, Hardship assistance, or General, Health or Income Supplements. Q:
Are there any appeal procedures?
A:
If you have been referred under Section 25.2 (Mandatory Program for Drivers) of the MVA, you are not eligible to apply for reconsideration. If you have been referred under Section 25.1 (Remedial Courses and Programs) of the MVA, you may be eligible for reconsideration. What happens when I complete the follow up component of the RDP?
A:
When you successfully complete the follow-up component of the RDP, CAMH will notify RoadSafetyBC. RoadSafetyBC will review your case and inform you in writing about any licensing decisions.
Q:
What if I register for the RDP and do not take or successfully complete the RDP, will I have to pay for the RDP again?
A:
To be re-licensed, you must successfully complete the RDP. If you do not successfully complete any of the components, you may need to repay for incomplete or missed components to continue through and complete the RDP.
